Behavioral Health
In California, access to publicly funded mental health services depends on age, insurance status, illness severity, and county of residence. Primary responsibility for administration of public mental health services funding is held by the counties. The major sources of public funding for mental health services in California are: (1) Medi-Cal, (2) Bronzan-McCorquodale Act (AB 1288), (3) Mental Health Services Act (Prop 63). Through the utilization of these funds, counties provide mental health services to Medi-Cal beneficiaries, people in crisis, those referred by a third party, and low-income, uninsured California residents. The counties deliver services directly through providers at county-owned and operated facilities or indirectly by contracting with hospitals, clinics, community-based organizations, and private practitioners.
The USC UCEDD addresses behavioral health at local, state, and national levels by engaging in Training Programs, In-service Training and Continuing Education, Clinical and Community Services, Community Initiatives, and Research.
